PURPOSE: A sheath material composition is provided to have excellent water-resistance, thereby offering an electric wire which is useable for long time without insulation resistance reduction in underwater conditions. CONSTITUTION: A sheath material composition comprises 10-80 parts by weight fire retardants surface-treated by silane, on the basis of 100 parts by weight polyvinyl chloride based resin. A wire comprises: a conductor(1) in the core part; an insulating layer(2) surrounding the conductor; and a sheath layer(3), which surrounds the insulating layer, manufactured by using the sheath material composition. The sheath layer has a water absorption ratio of 4.0mg/cm^2 or less over 60 days. The water absorption ratio for 60 days is four times less than the normal water absorption ratio for 7 days.
