PURPOSE: A fluorine-based polymer thin film is provided to stably form the fluorine-based polymer thin film on material, and to have remarkable workability. CONSTITUTION: A manufacturing method of a fluorine-based polymer thin film comprises: a step of forming a fluorinated polymer thin film(30) on a first material; a step of forming a thin film including a first functional group on the fluorinated polymer thin film; a step of forming a thin film including a second functional group on a second material; and a step of combining the first functional group and the second functional group; and additionally a step of separating the first material.
