PURPOSE: An apparatus for manufacturing a transparent conductive layer is provided to uniformly coat a conductive polymer solution and obtain accurate patterning by adding ions into a conductive polymer solution and using wires of opposite electric potential to the ions. CONSTITUTION: The longitudinal direction of a transparent substrate(10) is arranged to an X-axis direction(L). A spraying unit(20) sprays a conductive polymer solution(25) containing ions to one side of the transparent substrate in the Y-axis direction. Wires(30) are arranged to the Z-axis direction and are spaced apart from the other side of the transparent substrate. Counter potential is applied to the ions in the wires such than an electric attraction force is provided between the wires and the conductive polymer solution by a voltage applying unit(40).
