PURPOSE: A device and a method for forming the shaft tube of a lamp pole are provided to easily and simply form a lamp pole through the rolling and welding of a plate-shaped material. CONSTITUTION: A device for forming the shaft tube of a lamp pole comprises a rotating unit(100), a centering unit(200), a shaft tube unit(300), a moving unit(400), a control unit(500), and a stretch absorbing unit(600). The rotating unit rotates a clamp using a belt connected to a shaft tube mold(104) and a motor. The centering unit locates the shaft tube mold at the center of a pipe(10). The shaft tube unit has one or more pressing rollers and a pressing cylinder(304). The moving unit moves a transfer screw(402) which moves the shaft tube unit. The control unit controls the movement of the moving unit. The stretch absorbing unit is installed in one side of the centering unit.
