PURPOSE: A photoreactive polymer is provided to have excellent thermal stability by including a norbornene repeating unit which has high glass transition temperature, as a main repeating unit, and to have improved photoreaction speed, excellent orientation, and excellent light utilization efficiency. CONSTITUTION: A photoreactive polymer comprises 50 mol% repeating unit in chemical formula 3 or chemical formula 4. The photoreactive polymer has photo-activity under the exposure of polarized rays, which has the wavelength of 150-450 nm. A manufacturing method of the photoreactive polymer comprises a step of forming the repeating unit in the chemical formula 3, by addition polymerization of a monomer in chemical formula 1, under the presence of a catalyst composition, which includes a pre-catalyst containing the transition metal of family 10, and a co-catalyst.
