A policy control method and system are provided by the present invention, for solving the technical problem of establishing a policy session, setting the dynamic policy for a fixed network, and finally implementing the unified management of mobile network resources and fixed network resources. With the invention, after an IP-Connectivity Access Network (IP-CAN) session is established, a Policy and Charging Rules Function (PCRF) and a Broadband Forum Policy Control Function (BPCF) are triggered to establish an interworking policy session for a UE; the fixed network policy session and the interworking policy session are associated by the BPCF; the BPCF obtains the related policy for the UE from the PCRF by the interworking policy session; therefore, the invention achieves the object of setting the dynamic policy for the fixed network and performing the unified management of the mobile network resources and the fixed network resources.
