<P>PROBLEM TO BE SOLVED: To provide a video distribution system capable of distributing a video stream which is set in accordance with a request. <P>SOLUTION: Each monitoring device 110 inputs a video signal from a monitoring camera and distributes a video main stream or a video substream, which is set in accordance with each request, to a client PC 120, a client PC 130, and a recording device 140. When the client PC 120 requests the video substream with lower resolution set therein to the four monitoring devices 110 and the video substreams are distributed, a video display processing part 121 displays videos in a quadrisected screen area. When the client PC 130 requests the video main stream with high resolution set therein to the one monitoring device 110 and the video main stream is distributed, a video display processing part 131 displays a video in a screen area.
