<P>PROBLEM TO BE SOLVED: To provide a precise overhead image which looks down a road. <P>SOLUTION: A vehicle with on-board laser scanner and camera travels on a road. The laser scanner emits laser toward each point on the road and measures a distance and a direction to each point on the road. The camera takes a camera image. An overhead image generation device comprises an image generation device storage section 190, a ground surface elevation specification section 130, and an overhead image display section. The image generation device storage section 190 stores: data, as a three-dimensional point group, including three-dimensional points which are generated based on measurement data by the laser scanner and represents a three-dimensional coordination of each point on the road; and the camera image taken by the camera. The ground elevation specification section 130 extracts a plurality of three-dimensional points representing an edge stone on the road from the three-dimensional point group, and specifies an elevation of a surface of the road as the ground elevation based on the extracted plurality of the three-dimensional points.
