<p>A personal care attachment has a housing and a contact element carrier rotatably mounted to the housing. An axle is rigidly mounted in either the housing or the contact element carrier. The axle represents an axis about which the contact element carrier rotates. A horizontal axis intersects a center point of the axle and is generally perpendicular to a longitudinal axis of the personal care attachment. A drive member is disposed within the housing, the drive member having a proximal end and a distal end. The proximal end having an attachment element, and the distal end comprising a connection coupled to the contact element carrier characterized in that a radial arm is defined by a distance between a center point of the connection and the center point of the axle. The radial arm is at an angle of less than about 40 degrees with respect to the horizontal axis at a neutral position.</p>
