Disclosed are an all directions-based intra prediction encoding/decoding device and method. The intra prediction encoding device according to one embodiment of the present invention comprises: an original pixel selection unit for selecting at least one pixel that has not been encoded from the surrounding pixels of a current block to be encoded, and linearly predicting the pixel values between the selected pixel and the encoded pixels around the current block; an extrapolation prediction value generating unit for generating extrapolation prediction values for the current block in various intra prediction directions based on the pixel values predicted by the original pixel selection unit and the encoded pixel values around the current block; a residual signal generating unit for generating residual signals by calculating the difference between the generated extrapolation prediction values and the pixel values of the current block; a conversion and quantization unit for converting and quantizing the generated residual signals; and an entropy encoding unit for entropy encoding the converted or quantized residual signals.
