<P>PROBLEM TO BE SOLVED: To provide an energy management system capable of supporting establishing highly reliable energy saving plan as well as simply reviewing the energy saving plan. <P>SOLUTION: A power integration management center 1 obtains data on energy consumption in a customer building 4 from a pulse integration device 5 and analyzes the data, and transmits the analysis result to an information processing terminal 7 at the customer building 4. The management center 1 calculates a yearly target value of energy consumption amount of the year or later at the customer building 4 based on energy consumption amount at the customer building 4 in a reference year and a target value of an energy reduction ratio to be applied to the year or later following the reference year. The management center 1 further calculates an expected energy consumption amount in a certain year to which an energy saving policy is applied at the customer building 4 based on a actual value obtained at a similar building to which the energy saving policy has been applied; thereby an expected value of energy consumption amount is calculated for each year following the certain year is calculated.
