<P>PROBLEM TO BE SOLVED: To provide an energy saving policy support system capable of clearly presenting a standard for selecting a building to which an energy saving policy is applied as well as easily comparing expected cost-benefit performance of the energy saving policy among selected buildings; and thus, useful for establishing an energy saving plan conforming to the revised energy saving code (Law Regarding the Rationalization of Energy Use). <P>SOLUTION: In an energy saving policy support system 0201, a target selecting section 0203 compares specific energy consumption per building to an average value of all buildings and determines a target building which has a relatively large yearly energy consumption amount per unit area. An energy saving effect calculating section 0204 calculates yearly energy reduction ratio of all buildings if the energy saving policy is applied to the target buildings. An energy saving execution building extraction section 0206 extracts a minimum number of target buildings necessary for achieving an energy saving target as execution target buildings. An investment value calculation section 0208 calculates energy saving cost necessary for executing the energy saving policy to the execution target buildings.
