<P>PROBLEM TO BE SOLVED: To provide stress distribution blocks which construct a civil engineering structure by being arranged at a construction site and which can be constructed more easily than conventional ones. <P>SOLUTION: Stress distribution blocks 100 are substantially in a rectangular parallelepiped shape and construct a civil engineering structure by being arranged at a construction site. The stress distribution blocks 100 comprise a resin foam portion 1 and a concrete portion 2 fixed to the resin foam portion 1.
