<P>PROBLEM TO BE SOLVED: To control power supply to a power storage device based on carbon discharge strength or power rate. <P>SOLUTION: A battery center 13 constituting a storage device 11 performs radio communication with a home gateway 4 and is controlled by the gateway 4. The gateway 4 collects measured values of power consumption of a domestic electric appliance, determines a carbon discharge strength in real time, and is provided with a solar panel 9 to charge a battery of the storage device 11 by an output of a solar panel. By DC power obtained from electric power from the outside, the battery is charged.
