<P>PROBLEM TO BE SOLVED: To facilitate cleaning of a groove passage formed for draining water from the inside of a steel tower. <P>SOLUTION: A cleaning brush 1 includes a condenser brush 10 formed by raising a bristle material member on a metal rod-like member, a guide bar 20 extending from one end of the rod-like member, and a holding bar 22 extending from the other end of the rod-like member. The guide bar 20 and the condenser brush 10 are inserted into drain holes 80 formed on both ends of the groove passage 70 by interposing a lower flange 52 having the groove passage 70 on the surface between a hollow column material 60 constructing the steel tower and a base 50 of the steel tower. The holding bar 22 reciprocates to clean the groove passage 70. The rod-like member, the guide bar 20 and the holding bar 22 are arranged coaxially.
