<P>PROBLEM TO BE SOLVED: To set an optimum energy saving mode within a budget of power consumption set for an image forming apparatus. <P>SOLUTION: The power consumption of this month is read from an internal storage part (S21), and is compared with a budget (allowable power consumption) set by a user in advance (S22). As a result, when a margin is large (S23; large), a first control pattern maintaining the energy saving mode with large power consumption and high speed response is used for updating. When the margin is small (S23; small), a third control pattern maintaining the energy saving mode with small power consumption and low speed response is used for updating.
