<P>PROBLEM TO BE SOLVED: To provide technique for reducing an operation amount concerning an image converter for converting encoding image data. <P>SOLUTION: A transcoder 1 includes: a decoder 2 for decoding MPEG2 data 51 and generating non-compression image data 52; and an encoder 3 for encoding the non-compression image data 52 into H.264 data 53. The encoder 3 includes a motion vector determination part 4 for determining a motion vector of a target MB of the H.264 data 53. The motion vector determination part 4 selects multiple candidate vectors to be the candidates of the motion vector of the target MB among the motion vectors of the MPEG2 data 51. Activity of the non-compression image data 52 is calculated concerning designation areas corresponding to the respective candidate vectors.
