<P>PROBLEM TO BE SOLVED: To provide a transparent conductive film with an adhesive layer capable of reducing problems of visibility relating to an adhesive layer when applied to a touch panel or the like, and to provide a method of manufacturing the transparent conductive film, a transparent conductive laminate, and a touch panel. <P>SOLUTION: A transparent conductive film with an adhesive layer includes a transparent conductive thin film (2) provided on one face of a first transparent plastic film substrate (1), and an adhesive layer (3) provided on the other face of the first transparent plastic film substrate (1).
