PROBLEM TO BE SOLVED: To provide a flame retardant electrolyte composition that achieves a high energy density and improves the charge and discharge cycle characteristics and the charge and discharge rate dependency of a capacity, and to provide a secondary battery.

SOLUTION: An electrolyte composition comprises a compound expressed by the following general formula(1). According to a method for manufacturing a secondary battery, the secondary battery is manufactured using the electrolyte composition.
