PROBLEM TO BE SOLVED: To provide an encoding technology capable of reducing a processing time taking for generating a structured document with high image quality. SOLUTION: An input file parser means 11 reads out a picture mixed document from an external storage device, delivers the picture mixed document to an encoding means 12 by dividing page by page. The encoding means 12 allocates respective images to a foreground, a background, and a mask page by page on the picture mixed document delivered from the input file parser means 11, and encodes the images respectively by a predetermined encoding system. An assembling means 13 generates the structured document by assembling the foreground, the background, and the mask encoded by the encoding means 12 in accordance with a predetermined data format.
