The device has an upper module (12) that is slidingly moved vertically along a lower module (11) by a crank type driving device via a transmission mechanism transmitting movement to a gear and a rack (8). An anti-return locking valve is automatically implemented by frictional coupling with a pinion driving the transmission mechanism during driving a movable element in lifting direction. The rack consists of successive sections assembled against each other by a self-locking assembly.
