Top electrode lowest step is arranged above bottom electrode extending step made from dielectric material. Medium steps of both electrodes are made from electrically conducting materials that features high mechanism properties and heat resistance and arranged in parallel to allow clearance to receive billet to be formed in contracting electrodes. ^ EFFECT: longer life of electrodes. ^ 1 dwg
