#CMT# #/CMT# The element has air pipes (2, 3) integrated in a mass of a rigid plate e.g. prefabricated or cast slab, to heat or cool the rigid plate, where one of the air pipes has thermal conductivity higher than 30 Watts per meter per Kelvin and the other air pipe has thermal conductivity less than 0.5 Watt per meter per Kelvin. The air pipes are connected to a pulsed air supply manifold (4). The air pipes have air outlets (5) for diffusing the air in a room of a building. #CMT# : #/CMT# Independent claims are also included for the following: (1) a room temperature regulating installation comprising a structure element (2) a method for constructing a building. #CMT#USE : #/CMT# Structure element for use in a room temperature regulating installation utilized for regulating pulsed air flow rate and temperature of a room of a building (all claimed), and for forming a ceiling and/or floor of the room. #CMT#ADVANTAGE : #/CMT# The configuration of the air pipes permits the air leaving the air pipe having low thermal conductivity, to exchange limited quantity of heat with the plate having high thermal inertia such that temperature of the room is regulated in a rapid, precise, discontinuous, comfortable and inexpensive manner, by regulating the flow of pulsed air in the air pipes, thus assuring hygienic ventilation and temperature control in the room.
