<P>PROBLEM TO BE SOLVED: To provide an operation support device and an operation support method capable of reducing the operation burden on an operator. <P>SOLUTION: An input interface 71 specifies the purpose of a prediction simulation, and a determination means 72 determines whether the result of a prediction, which has been made by a steady state prediction simulator 5 on the basis of a virtual operation variable, satisfies the purpose.
