<P>PROBLEM TO BE SOLVED: To provide a damping valve that can generate a stable damping force at a multi-cylinder type damper by suppressing the oscillation of a valve body. <P>SOLUTION: The damping valve 1 includes: a valve hole 3 which is formed at a rod guide 2 pivoting a piston rod 23 connected to a piston 22 which is mated with a cylinder 20 in the multi-cylinder type damper D and both ends of an outer cylinder 21 forming a reservoir R between the cylinder 20 and itself, and slidably inserted into the cylinder 20, and communicates with the inside of the cylinder 20; a pipe 9 which is attached to the rod guide 2, protrudes into the reservoir R, and makes the valve hole 3 and the reservoir R communicate with each other; a valve seat 4 arranged at the internal periphery of the valve hole 3; the valve body 5 which is axially and movably inserted into the valve hole 3, and separated from and seated on the valve seat 4; and an biasing member 6 which biases the valve body 5 toward the valve seat side.
