A moving image decoding apparatus comprises: an area boundary position information extracting unit for extracting, from encoded moving image data, information of area boundary position between a clean area, which includes at least one block having been so encoded as to ensure normal decoding of pixel values, and a non-clean area; an area classifying unit for identifying the clean and non-clean areas in each of a plurality of pictures on the basis of the information of area boundary position; a reference possibility determining unit which, when a to-be-decoded block included in the encoded moving image data belongs to the clean area, determines that it is impossible to refer to the blocks in the non-clean areas in a picture to be decoded and in a reference picture and that it is possible to refer to the blocks in the clean areas in the picture to be decoded and in the reference picture, and which, when the to-be-decoded block belongs to the non-clean area, determines that it is possible to refer to all of the blocks in the picture to be decoded and in the reference picture; and a decoding unit for decoding the to-be-decoded block with reference to only the blocks that can be referred to.
