PURPOSE: A cosmetic composition containing a nanostructure with a double shell structure is provided to enhance stability of active ingredient and to ensure high percutaneous absorption. CONSTITUTION: A cosmetic composition comprises: a water soluble phisiologically active ingredient core(11); a core shell(12) containing poly(ethylene glycol)-poly(carprolacton)-poly(ethylene glycol) (PEG-PCL-PEG) triblock copolymers; and a nanostructure(10) formed of an outer shell containing phospholipid or derivative thereof. The water soluble physiologically active ingredients are AA2G(ascorbic acid 2-glucoside), vitamin C(ascorbic acid), niacinamid, albutin, Mori radicis cortex extracts, magnesium ascorbyl phosphate, hydroxyproline, growth factor(EGF, FGF, IGF), peptides, N-acetyl glucosamine, or mixture thereof. The nanostructure contains 0.5-20 wt% of core shell; an oil phase part containing 0.5-10.0 wt% of oil and less than 5.0 wt% of physiologically active ingredients; and an aqueous phase part containing 0.5-15.0 wt% of phospholipid, 10.0-60.0 wt% of polyol, less than 5.0 wt% of physiologically active ingredient, and remaining amount of water.
