The device consists of a lever (1) enabling the user to supply energy to the system. A chamber (6), the variable space of which controls compression springs (11), contains a liquid, the discharge rate of which is controlled by a valve (10). The expansion of the compression springs (11) causes the movement of a rack (8), which is transmitted to the wheel (16) of the vehicle by a gear system (14). The device of the invention is intended in particular for storing and resupplying energy for propelling a transport vehicle.
