<P>PROBLEM TO BE SOLVED: To provide an air conditioner which acts, at least either in cooling or heating, on an arbitrary point of a human body by pinpoint more efficiently than before. <P>SOLUTION: There are provided a Peltier element which directly touches a body or indirectly from above a clothing such as a shirt and a controller which supplies electric power from a power source connected to the Peltier element to the Peltier element. By a Peltier effect caused by applying a DC voltage to the Peltier element, a specified portion of the body is cooled or heated in a pinpoint manner.
