Provided is a device for immobilizing carbon dioxide, which can readily immobilize carbon dioxide in the form of an organic acid or a carbohydrate under ordinary environments. An anode (1) and a cathode (2) on which an oxidoreductase is present on the surfaces thereof are so arranged as to face each other through a proton conductor (3). An electric power is input from the outside, so that water is decomposed in the anode (1) to generate a proton and an organic acid or a carbohydrate is generated from the proton generated in the anode (1) and carbon dioxide in the cathode (2). In the generation of the organic acid or the carbohydrate, a high concentration of carbon dioxide is supplied from a carbon dioxide supply unit (5) to the cathode (2), and oxygen generated in the anode (1) and the organic acid or the carbohydrate generated in the cathode (2) are removed from the reaction system respectively through an oxygen removal unit (4) and a product collection unit (6).
