<P>PROBLEM TO BE SOLVED: To provide a controller capable of generating a date and time to change control content of control means according to use condition of a vehicle. <P>SOLUTION: In a program distribution center 2, which is a controller for updating a program of a reprogramming target ECU 54 mounted in a vehicle 5, a schedule obtaining unit 23 obtains a schedule related to the vehicle 5; a time period prediction unit 24 predicts a time period of when the vehicle 5 is not used on the basis of the obtained schedule; and a reprogramming schedule generation unit 25 generates and outputs a reprogramming schedule. Obtaining the schedule related to the vehicle 5 in this way allows the time period of when the vehicle 5 is not used, that is, use condition of the vehicle 5, to be predicted.
