PROBLEM TO BE SOLVED: To provide a settlement system etc. having a portable terminal capable of effectively preventing leakage of user-specific information of a credit card etc. and illegal use etc. of user-specific information of a credit card etc. in the case of a theft etc.

SOLUTION: A settlement system 1 comprises: a settlement device 10 which determines user-specific information 75e; a portable terminal 40 which refers to the settlement device for the user-specific information; a specific information acquisition device 70 which acquires the user-specific information. The specific information acquisition device encrypts the acquired specific information to generate encrypted specific information 75g before sending the encrypted specific information to the portable terminal. The portable terminal re-encrypts the encrypted specific information to generate the re-encrypted specific information 45f before sending the re-encrypted specific information to the settlement device. In the settlement system, the encrypted specific information and the re-encrypted specific information are prevented from remaining.
