<P>PROBLEM TO BE SOLVED: To provide a processor controller capable of setting execution time of processing which should be executed for a plurality of vehicles, by operating without interfering with use of the vehicle by a user, and enhancing convenience. <P>SOLUTION: A remote re-programming device R is the processor controller which sets start time or termination time of the processing which should be executed to a stopped vehicle C based on a utilization situation of the vehicle C by the user, and comprises a processing plan analyzing unit 4 which sets the start time or the termination time of the processing in at least one stopped vehicle in the plurality of stopped vehicles Cs to be different from the start time or the termination time of the processing in the other stopped vehicles.
