<P>PROBLEM TO BE SOLVED: To appropriately allocate resources to disaster control job sites without skill. <P>SOLUTION: On a two-dimensional coordinates reflecting map data, a spring is defined with a spring constant reflecting a work quantity per unit time of each disaster measure team that stay at a node representing a processing completed job site and with a natural length of the spring reflecting a required move time required for each disaster measure team's moving from the processing completed job site to a processing non-completed job site, respectively. A spring model is generated in which the node representing the processing completed job site and a node representing the processing non-completed job site are connected by the spring, respectively. Location coordinates of the node representing the processing completed job site are then fixed and location coordinates of the node representing the processing non-completed job site are made variable. The location coordinates of the node representing the processing non-completed job site at the time when each spring is brought into balanced state are calculated, and a disaster measure team on the processing completed job site in which the spring length becomes shortest, is selected as a dispatch team in accordance with the location coordinates of the node representing the processing non-completed job site and the location coordinates of the node representing each processing completed job site. <P>COPYRIGHT: (C)2012,JPO&INPIT |
