<P>PROBLEM TO BE SOLVED: To transmit a provisional response without reducing processing performance. <P>SOLUTION: A reception part 11 receives a request signal that shows a processing request. A load determination part 12 determines whether processing load of the own device is equal to or more than a threshold value. An immediate transmission part 13 transmits a provisional response signal for stopping retransmission of the request signal, to a transmission source of the request signal immediately after the reception of the request signal, when the processing load is determined to be equal to or more than the threshold value by the load determination part.
