PROBLEM TO BE SOLVED: To provide an image management device capable of searching for an image based on a location corresponding to the image with the image being a search condition.

SOLUTION: A reference image storage unit 54 stores plural reference images associated with at least position information. A position information obtaining unit 64 obtains the position information of an image on the basis of information from a user terminal where the image associated with the position information is selected. A reference image selection unit 68 selects an image among the plural reference images stored in the reference image storage unit 54 on the basis of the image position information obtained by the position information obtaining unit 64. A reference image providing unit 70 provides the image selected by the reference image selection unit 68 to the user terminal.
