<P>PROBLEM TO BE SOLVED: To embed digital watermark information in a carrier signal without deteriorating sound quality significantly. <P>SOLUTION: In an embedding device 1, a frame dividing part 11 divides a carrier signal into frames composed of a predetermined number of samples.
