The disclosed starter contains: a pinion gear that can engage a ring gear that is provided to the outer periphery of the drive wheel or flywheel of an engine; an actuator that, in a driven state, moves the pinion gear to a position of engagement with the ring gear; a helical spline that rotates the pinion gear in the reverse direction while the pinion gear is moving towards the ring gear; and a motor that rotates the pinion gear. The actuator and the motor are controlled individually. After the actuator is driven and before the motor is driven, the driving of the actuator is stopped.
