<P>PROBLEM TO BE SOLVED: To provide an energy creation system capable of returning points in compensation for continuously created energy in an apartment house. <P>SOLUTION: A photovoltaic power generation device 14 for generating electricity as energy creation is provided on an apartment house 12 where a plurality of tenants are living. Points are calculated in a predetermined manner in compensation for generated electric power by the photovoltaic power generation device 14, and are given by recording on a power storage amount point card 30 belonging to the tenants and a landlord.
