PROBLEM TO BE SOLVED: To provide a surface modifying device and a packaging device allowing enhancing printing strength on the surface of a wrapped body.

SOLUTION: The surface modifying device 10 is mounted on a film roll 2 of the pillow packaging machine (packaging device) 1. The surface modifying device 10 includes: a guide part 12 hanging to the film roll 2; a slider part 14 movable along the guide part 12; and a bracket part 16 connected to the slider part 14. A modifying device body 18 modifying the surface of the film F by plasma discharge, and a supporting leg part 20 are fixed to the bracket part 16. The supporting leg part 20 includes a rolling element 22 contacting the surface of the film roll 2 and rotatable in the extending direction of the film F, and supports the modifying device body 18 in a predetermined position in a direction opposing the film roll 2.
