PROBLEM TO BE SOLVED: To provide a suspension substrate for accurately positioning an actuator element placed on both sides of the suspension substrate with respect to the suspension substrate.

SOLUTION: The suspension substrate 1 includes: an insulating layer 10; a metal support layer 11 provided on one surface of the insulating layer 10; and a wiring layer 12 which is provided on the other surface of the insulating layer 10, has a plurality of wiring lines 13 and an alignment part 14 that is placed in a substrate body area 2 and isolated from the respective wiring lines 13. In the substrate body area 2, an alignment through hole 30 going through the metal support layer 11, the insulating layer 10, and the alignment part 14 in the wiring layer 12 is provided. The alignment through hole 30 is for positioning with an actuator element 44.
