<P>PROBLEM TO BE SOLVED: To control a display order of a content within a package containing a plurality of contents. <P>SOLUTION: A system for distributing packages and channels to a device includes associating weights with the packages and channels. The default ordering of packages on a device display and the default ordering of channels on a program guide is determined according to the weights.
