<P>PROBLEM TO BE SOLVED: To provide an image formation device, a control method and a program which can further improve on a problem of white voids than conventional technologies. <P>SOLUTION: An image formation device comprises: a photoconductive image carrier; electrification means to electrify the image carrier; image exposure means to form an electrostatic latent image by image-exposing a surface of the image carrier after the electrification corresponding to an image pattern; developing means to develop a toner image by attaching a toner to the electrostatic latent image; edge detection means to detect an edge part in which a high-concentration region is adjacent to a low-concentration region in the image pattern; and light exposure control means to perform pulse width modulation corresponding to the image pattern and to have the image exposure means perform light exposure.
