<P>PROBLEM TO BE SOLVED: To reduce sound leakage to a cabin from a grommet mounting portion attached to a through hole of a panel. <P>SOLUTION: A vehicle body P includes a through hole H at which a burring Hb protrudes from a peripheral edge. A soft silencer 3 for surrounding the through hole on a side surface of a cabin and a hard silencer 4 whose tip protrudes inward from an inner peripheral surface of the burring are attached to the vehicle body. A grommet body 10 made of a rubber or the like and a grommet 1 made of a resin inner 20 are outfitted on a wiring harness W/H inserted through the through hole. A resin inner-fitting locking portion 12 projects from an outer periphery of a small-diameter cylindrical portion 11 for tightly fitting and inserting the wiring harness, and a burring and a sealing lip 15 for abutting on the vehicle body are provided on the outside surface of the resin inner-fitting locking portion. The resin inner includes a lock flange portion 22 that has a L-shaped cross section to be inserted and locked in the resin inner-fitting locking portion and protrudes from a base end of a cylindrical portion 21 to be inserted along the inner peripheral surface of the burring.
