<P>PROBLEM TO BE SOLVED: To optimally arrange multiple optical elements on one surface of an optical sheet. <P>SOLUTION: An optical sheet 30 which performs at least one of focusing and diffusing incident light has multiple optical elements 33 arranged to be separated from each other on one surface thereof, and the multiple optical elements 33 are arranged such that with respect to the position of arbitrary one optical element 33, the position of the other optical element 33 satisfies the following (a) and (b) if the one surface 31a has a cylindrical surface shape. (a) 360:θ2=θ2:θ1 is satisfied, where θ1 is a smaller angle and θ2 is a larger angle of angles formed by a line connecting the position of the one optical element 33 with a central axis of the cylindrical surface and a line connecting the position of the other optical element 33 with the central axis of the cylindrical surface.
