<P>PROBLEM TO BE SOLVED: To provide a water treatment method decomposing TOC (Total Organic Carbon) in raw water, in particular urea, to a high degree. <P>SOLUTION: Raw water W is fed to a pre-treating system 1 to remove turbidity components in the raw water W. The temperature of the pre-treated raw water W is controlled by a heat exchanger 2. Then, the raw water W is fed to an oxidizing reaction tank 3 to roughly remove urea in the raw water W by adding water-soluble bromide salts and an oxidizer to the oxidizing reaction tank 3. Then, the raw water W is passed through a biological treating means 5.
