<P>PROBLEM TO BE SOLVED: To provide an IC card management system, capable of enhancing security or safety by preventing unauthorized use or internal crime. <P>SOLUTION: The IC card management system 100 which is a system for treating an IC cash card 10 with an Japanese Bankers Association cash card application (JBA application) having block/unblock function comprises a reading means 32 reading IC card information stored in the cash card 10, an unblock command generation means 44 generating an unblock command based on the IC card information read by the reading means 32, and an unblock command execution means 34 making the IC cash card 10 execute the unblock command generated by the unblock command generation means 44.
