PURPOSE: A device for generating 3D topographical map data by a mobile multi measurement sensor module and a method thereof are provided to transmit updated topographical map data to a user terminal. CONSTITUTION: An MMS control unit(16) provides an image number and a photographing number to an image that a CCD(Charge Coupled Device) camera(13) captures. The MMS control unit transmits a synchronization signal to a multiplex(15). The MMS control unit calculates the 3D coordinate of an object by measured image coordinates after the MMS control unit measures the image coordinates from digital image data transmitted from the multiplex. The MMS control unit controls generation of 3D topographical map data by processing mobile mapping data.
