PURPOSE: An entropy encoding and decoding method of a conversion factor and apparatus thereof are provided to effectively embody entropy encoding and decoding for the location of the last available conversion factor. CONSTITUTION: An entropy encoding unit determines the location of a last available conversion factor from effective conversion coefficients located at the conversion block according to a predetermined scanning order(910). The entropy encoding unit encodes the location of the last available conversion coefficient through the relative location of a vertical axis direction and a horizontal axis direction(920).
