Metal(IV)-silicate-phosphate having high performance under low humidity condition is provided to provide the metal(IV)-silicate-phosphate having the high conductivity of hydrogen under low humidity condition. Metal(IV) alkoxide, legand covalent-bonding with the metal and acid are mixed together. Metal(IV)-silicate precursor solution is prepared for by adding silicon alkoxide and acid are added in mixture. Phosphoric acid or polyphosphoric acid is added in the metal(IV)-silicate precursor solution and mixed. The metal(IV)- silicate-phosphate (MSP) indicated as the organic polymer or less chemical formula 1 is included. The metal(IV)-silicate-phosphate (MSP) is dispersed in the organic matrix separator. The organic polymer is polymer selected first group consisting of polyaryleneether(PAE), polyether-ether-ketone(PEEK), polyetherethersulfone(PEES), polytetrafluoroethylene(PTFE), polyvinylidenefluoride(PVDF), nafion, and polyazole. |
